The "Russian Shared Values Visa," officially known as the Temporary Residence Permit (TRP) for individuals who embrace traditional Russian values, was introduced in August 2024. This program is part of Russia's response to what it perceives as the harmful effects of Western neoliberal policies.

The Temporary Residence Permit allows to stay in Russia for three years, then the immigration status must be converted into the Permanent Residency. Citizenship application can be submitted after 5 years of living in Russia with the PR.

Main applicant must be at least 18 years old, to be in a good health and have no criminal record. Children under 18 years old can apply together with their parents.

Apply for a visa to Russia
An application for an ordinary visa can be submitted in any Embassy of Russian Federation.
Prepare the documents

Pathway to Russian Citizenship
Shared Values Visa
The Temporary Residence Permit is issued for one year and can be extended twice (total 3 years).
It is required to spend at least 183 days in Russia to renew the TRP.
After 3 years the TRP must be converted into the Permanent Residency (the Russian language and history test is required).
Permanent Residency
Applicants for the Russian Permanent Residency must pass the Russian language and history to obtain the PR.
The application for the PR can be filed after 8 months of living in Russia with the Temporary Residence Permit.
The Permanent Residency is a lifetime status that can be converted into Russian citizenship, if desired.
Russian Citizenship
Application for citizenship of Russian Federation can be submitted after 5 years of Permanent Residency in Russia. Physical presence in Russia is required.

Zero Physical Presence: A significant legal update in late 2025/early 2026 eliminated the requirement for Golden Visa holders to stay in Russia for six months a year. This makes it a viable "Plan B" for those not ready to relocate full-time.
Family Inclusion: The permit covers a wide family circle, including spouses, children, parents, grandparents, and even grandchildren.
Fast Track to Citizenship: Holders can apply for Russian citizenship after 5 years of permanent residency.
Banking Access: It allows investors to open local bank accounts and, in some cases, provides a mechanism to unlock "Type-C" funds held under sanctions.
Investment Pathways
To qualify, an investor must meet one of the following criteria (minimums are based on the latest 2026 regulatory thresholds):
Real Estate
Purchasing property with a cadastral value of at least RUB 50 million in Moscow, RUB 20 million in the Far East, or RUB 25 million elsewhere. The property must be a new build (less than 2 years old) and held for at least one year before applying.
Business Purchase
Purchasing a Russian company (as a sole owner) that has operated for at least 2 years and pays at least RUB 4 million in annual taxes. Alternative way is to сreate a company in Russia and achieve profitability levels that will ensure tax payments of no more than 4 million rubles per year.
Investment in the existing business
Investing at least RUB 30 million in a Russian company that is at least 3 years old and paid at least RUB 6 million in taxes in the previous year. Both private equity or stock market investment apply.
Social Projects
A non-refundable contribution of RUB 15 million toward "socially significant" regional projects (e.g., healthcare, education, or infrastructure).
